How does HR play his/her role effectively in a company?

Recently I have done my MBA and joined an ABC company as HR Executive. Can anyone tell me how I can play my role effectively in a company?

While playing a role of an indestructible bridge between the company and the employees, he should ensure that each team member is skilled, productive and yet happy with what they do and each hour spent is optimally utilized in achieving the organizational goal. Such an HR can be said to be playing his role effectively.
